Sen. Joni Ernst, R-Iowa, on Tuesday filed an amendment to the bipartisan infrastructure package that would ban funds from being distributed to states where leaders have sexually harassed employees, following a bombshell report on the actions of New York Gov. Andrew Cuomo.
