Scant relief for U.S. aluminum users from removal of Rusal sanctions

U.S. plans to remove sanctions on Russian aluminum giant Rusal will be of limited benefit to consumers in the United States where tariffs on aluminum imports mean producers still need much higher prices to incentivize shipments.
